The product you are seeing is available on line and I do not think you will see it in the large pet stores.  It is made of natural ingredients which are not readily available so you can order it online.  Second question is use the whole box of baking soda.  Dissolve the baking soda in a large bowl with about 3 cups of water and mix it well so that all the particles have disappeared. Pour it on your dog after shampooing and let it sit for 5-10 minutes so it is absorbed by the skin and calms down the itching.  

You can also use apple cider vinegar which neutralizes skin itching and inflammation.  Use 1 cup of AC vinegar mix with 3 cups of water.  Pour on your dog after shampooing with oatmeal shampoo, and use the organic kind, not commercial products which have chemicals.  Go to the archives section at the top and there are several articles on dog itching you can read.  Thanks for your questions and hopefully this will help your dog.
